Job purpose:
As the Head of Maintenance Execution, you
1. Lead the maintenance execution team to ensure the availability and performance of Belgium assets, striving for an uninterrupted and efficient supply of utilities (such as pure steam, water for injection, etc.) and the proper functioning of production and infrastructure equipment
2. Manage a portfolio of small projects for all Belgium sites (approximately €30M), aimed at enhancing safety, quality, efficiency, and addressing obsolescence management
3. As the leader, oversee the technical community for the Belgium site, ensuring that best practices and standards are well understood and implemented throughout the site
4. As a member of the operational engineering leadership team, be responsible for maintenance results (KPI) and define maintenance strategies in alignment with the goals and objectives of Belgium Industrial Operations and GIO
Your responsibilities:
EHS expectations:
5. Ensure that teams working in the maintenance department always remain safe.
6. Understand, manage and assess all risks related to TS activities. Ensure suitable and sufficient preventive measures are implemented and employees have necessary skills and medical aptitude. Manage coactivity regarding previous risk assessment.
7. Ensure strict compliance and adequate monitoring of Lock-out Tag-out (LOTO) and Permit To Work (PTW) processes. PTW signatures are carried out on the shop floor.
8. Strictly Follow the 3 green lights process for all new equipment. Ensure that facilities and equipment are properly maintained, controlled and inspected throughout their life. Monitor that equipment and tools (including PPE) used by employees are safe and fit for purpose.
9. Ensure coordination of subcontractors. All risks are anticipated, assessed before execution, and controlled throughout the duration of intervention by sufficient monitoring. EHS performance of subcontractors must be reviewed during and after the work.
10. Dedicate quickly sufficient resources to ensure that incident investigation to identify root cause, CAPAs transversal sharing and CAPAs implementation is performed as soon as possible. Remediation is done with necessary vigilance.
As leader be a EHS role model, ‘walk the talk’. Make frequent GEMBA’s on the shop floor to recognize and reward good EHS behavior, correct unsafe condition and sanction EHS breaches. Daily decisions are made without compromising on safety and the necessary resources are allocated.
Leadership:
11. As a member of the Belgium operational engineering Leadership Team, contribute to the determination of the department strategy to meet the business objectives of GSK Vaccines and to secure the overall interests of the company and the welfare of employees.
12. Partner with peers and stakeholders in the department, and global teams to share vision and work towards common objectives.
13. Lead, drive, and motivate a management team and employees to develop and execute the business strategy for the Process Control and Operational Engineering department in alignment with the vaccine strategy.
14. Develop capabilities and skills to drive operational excellence in EHS, Quality, supply, and costs within the maintenance department.
15. Efficiently manage resources (approximately 400 GSK employees) and assets to achieve business objectives, implement cost efficiency initiatives, and ensure business continuity.
16. Manage and negotiate with union representatives (DSO/DSE) to establish and maintain constructive dialogue and a stable social climate.
17. Ensure the retention, engagement, and development of key talents within the department.
18. Ensure a robust succession plan for key roles in the network to minimize operational risks.
Maintenance of Equipment:
19. Manage and supervise a team accountable for the day-to-day activities (preventive, curative maintenance, and requalification).
20. Develop and manage cost-effective and adequate maintenance and improvement plans for equipment and installation.
21. Identify potential improvements of the current processes while assuring compliance with the Change Management procedures.
22. Manage operational improvement projects (development, implementation, validation, revamping, etc.)
23. Organize and monitor performance progress efficiency of the facility through Key Performance Indicators related to Quality, Budget, Delivery and Safety.
24. Provide technical support to direct reports.
25. Handle contract management of maintenance contracts with procurement and service contractor.
26. Provide a 24 hours-7 days continuous services to Manufacturing Production Unit including call on duty.
27. Play a Manufacturing Unit (MU) cross-functional role by providing technical support and expertise to the deviation handling process (root causes identification) and CAPA implementation.
Spare parts and workshop:
28. Manage the Belgium spare parts warehouse.
29. Ensure good service to all MU and avoid missing spare parts for each activity.
30. Insure good life cycle for all spare parts with a reduction of the inventory.
31. Respect all GMP requirements.
32. Centralize all workshop activities to give the best central service at each MU.
Calibration and Measurement:
33. Align Calibration and Measurement planning with specific needs to meet maintenance business objectives.
Methods:
34. Ensure all master data are Maintain and update for accuracy.
35. Energy Management: Measures energy consumption and deploy energy savings project for the MU.
Process Engineering (small projects):
36. Manage the portfolio for small projects for all Belgium site (approximately 30M€).
37. Use properly the budget to maintain safety, at quality level, with efficiency our equipment and infrastructure but also addressing obsolescence management.
38. Define priority to insure the respect of budget V.S. the needs of business.
39. Follow project manager to ensure respect of project milestones (Time, Spend, etc.)
Expertise:
40. Work closely with the Maintenance and Engineering global community and the Manufacturing Expertise Center of Excellence to develop the right level of expertise within the team to support the Manufacturing Unit efficiently and to be internally recognized as expert in the area of responsibility.
41. Develop and propose long and short-term plans to improve technical services activities to enhance the overall performance of the MU
People and Organization:
42. Lead, select, train, evaluate, coach and motivate the team towards the pursuit of technical services and supply excellence and the attainment of Good Manufacturing Practice
43. Ensure optimal staffing levels and competencies are in place and ensures the retention, engagement and development of talent within the organization.
44. As a leader, personally role model and develop the team towards high performance behaviors in line with the leadership framework.
45. Engage the team to deliver the GSK Vaccines, GIO and Belgium Industrial Operations Strategy Ensure that the facility and equipment are appropriately designed, the staff is well trained, and a good planning and organization is in place to meet production, quality, cost and safety targets and to facilitate the transfer of new processes from New Product Introduction.
46. Apply or propose recommended processes and new technologies to the benefit of the process activities, of the MU and the whole organization.
Quality / Regulatory:
47. Ensure adherence of the technical services to legal constraints, local and international standards, cMP, Regulatory requirements and all GSK Quality Management Systems (QMS) policies and procedures as applicable.
Risk / Compliance:
48. Ensure constant analysis of technical standards and risks of the MU in order to secure unrestricted production capabilities at high quality standards.
49. Establish, enforce and maintain high standards of cGMP as well as an efficient and effective system of documentation of all maintenance records and process engineering project documentation so as to ensure compliance with GSK and regulatory requirements to satisfy any external audit for conformance.
Financial:
50. Accountable for preparing and meeting the annual budget (Opex, Capex, Headcount), forecast and manpower allocation for their department.
51. Manage allocated budget and expenses (in particular but not limited to managerial expenses for maintenance, repairs as well as energy costs)
Change and continuous improvement:
52. Provide leadership for change initiatives which contribute to the overall effective improvement of GSK Vaccines manufacturing and supply.
53. Implement new processes (including SLAs) to increase service levels and to enhance business performance.
54. Share and integrate best practices within the GSK Vaccines and wider GSK Manufacturing and Supply Network.

55. Participate to external audits (FDA, WHO, National and European Health Authorities, etc.) as required.

Basic Qualifications:
60. Minimum Bachelor degree level in Engineering e.g. mechanical, industrial, civil
61. Minimum 10 years of experience in maintenance-related roles i.e. technical services e.g. reliability, maintenance, utilities operations, automation, calibration and measurement, etc
62. Experience in industrial maintenance environments including interactions with Unions
63. Leadership, managerial and communications skills in a cross-functional environment
64. Ability to lead and drive change in a context of transformation
65. Project management experience
66. Experience with contract management and cost benefit analysis
67. Knowledge of cGMP and BPF for biological products
68. Learning agility and autonomy

Preferred Qualifications:
71. Master’s degree in Engineering e.g. mechanical, industrial, civil plus MBA
72. Minimum 10 years of experience in the pharmaceutical and / or biotechnology industry ideally in the vaccines production
73. Robust technical background in reliability maintenance, utilities operations, automation, calibration and measurement
74. Background in biotechnologies environmental and / or safety requirements
