Position: Executive Director, European Policy & Government Affairs
Supervisor: Senior Vice President, Global Policy & International Government Affairs
Location: Central New Jersey
Key Responsibilities:
* Strategic Leader of the European Policy & Government Affairs function.
* Responsible for providing strategic leadership, direction, and coordination of a high performing team to frame/implement International public policy shaping and government affairs strategies, working closely with affiliates, aligned with core functions in support of BMS geographic footprint optimization.
* Lead policy engagement with a wide range of external stakeholders, drive cross-functional teams and collaborate with internal customers at all levels to meet Corporate, Commercial & Pipeline priorities for both Oncology, Hematology, CV, neuroscience, and Immunology Franchises.
* Day-to-day management and leadership of the European Policy & Government Affairs team.
* Oversees the design and execution Policy & Government Affairs Excellence initiatives for BMS affiliates across the European markets to build/strengthen BMS capabilities and functional planning at country level, leveraging global tools and initiatives.
* Ensure Policy & Government Affairs messages and materials are aligned with European region and broader global policy and corporate affairs functions.
* Ensure cross-functional alignment on European Policy & Government Affairs priorities and external policy positions with primary focus on key markets in the EU.
* Responsibility for the European Policy & Government Affairs budget & talent growth.
Shaping European markets legislation & policy – Engaging key stakeholders
* Oversee BMS’ Brussels Office and representation towards Brussels-based EU policy makers, EU trade associations and other key EU policy stakeholders.
* Positively influence legislation and policy by scanning the international environment and applying expert knowledge of countries decision-making process to leverage relevant BMS matrix functions.
* Promote BMS legislative and policy objectives and positions within trade associations including EFPIA and the US Chamber in coordination with local affiliates and as appropriate, lead strategic alliance development by building support from third parties including other companies, patient, and professional organizations.
* Responsibility to ensure BMS has strong, insightful, and collaborative relationships with key above market/local stakeholders involved in European legislation/policy areas relevant to BMS.
* Raise the profile of BMS and disease/product portfolio; create opportunities to stimulate interest in issues of strategic importance to BMS.
* Steer market access policy shaping projects working with HEOR, Access and other matrix teams in support of BMS leadership re HTA policy, pricing & reimbursement policy and about the healthcare system’s sustainability debate. and identify legislation/policy areas requiring BMS focus/intervention.
* Drive BMS Executive thought leadership/stakeholder relations program in view of strategic access/influence of BMS Executives to support legislative and policy objectives, including by staffing key executives on trade associations boards/committees.
Knowledge required:
* Comprehensive understanding of the biopharmaceutical business model.
* Proven ability to successfully influence international healthcare legislation and policy through defining priorities in cooperation with company experts, developing supportive evidence and position papers, navigating countries’ decision-making process, and leveraging third party support.
* 12 years minimum of experience managing Government Relations campaigns in the healthcare/pharmaceutical industry and/or public sector.
* Degree in public health, science, business, political science and/or law preferred.

* Proven ability to translate complex technical topics into understandable messages for internal and external audiences.
* Excellent organizational skills and consistent attention to detail.
* Must be fluent in English with excellent written, verbal and interpersonal communication skills (other languages desirable).
Qualifications & Experience:
* 12 years minimum of Policy, Government Affairs, Market Access, General management experience in European Union.
* Biopharmaceutical experience in the areas of Oncology and Hematology, Immunology, Cardiovascular and Neuroscience and/or other complex specialty therapeutic areas preferred.
* Highest ethical standards and integrity, proven ability to influence positively international legislation and policy, strategic leadership, and day-to-day management of Policy & Government Affairs.
