Performing functional analyses
In order to enable the digitalisation of the 40 identified processes, we are looking for one or more Bpas capable of carrying out functional analyses. These will have to be carried out by 31 December 2022. In fine, the functional analyses will have to allow, after the knowledge of the business process to be, to :
Check the completeness of the business rules for the tasks and gateways
Identify the capabilities and systems for executing the tasks (be the point of contact with the enterprise architecture)
Identify input data sources (WS and authentic internal or external sources)
Coordinate legal context permissions for sources
Identify repositories for output data
Define the target MVP systems and have them validated by the architecture
Dialogue with the business on the constraints linked to the MVP
Coordinate the updating of the BP business documentation of the target MVP (rules, data, system, actors)
Identify open points and address them in conjunction with the business (BA)
AS Build documentation
Validate the definition of Acceptance criteria
Here are the expected deliverables
20 processes analysed from a business perspective, checked and documented (according to the framework) with the following tasks:
Process analysis
Design validation (quality control)
Description and documentation of interactions with the application park (functional modules and data),
Analysis and documentation of GDPR/legal impacts
Analysis and documentation of dependencies with other processes
Coordination of process tests
Definition of test scenarios
Organisation of UAT and E2E tests
Active participation in change management working groups
40 functionally analysed processes with the following tasks
Analysis of the functional impacts of the business process to be:
Check the completeness of the business rules for tasks and gateways
Validate with the enterprise architecture the capabilities that will support the tasks described in the to-be business process
Identify the data sources (input) that will be used for the to-be process and the repositories for this data (output)
Take responsibility for coordinating the authorisation of legal context for authentic sources
Proposal of Minimum Viable Product (MVP) to deliver the digitised process
Based on the constraints (functional, technological and timing) define with the architecture the target capability
Identify the functional impacts of this MVP in relation to the business process to be and inform the business
Update the business process documentation based on the MVP
Carry out the As Build documentation
Validate the definition of the acceptance criteria
The client, which manages the City of Brussels' IT assets, is looking for one or more Business Process Analyst(s). The BPA(s) will be part of the "Application Support" team. Functionally, the BPA(s) will interact with the "Solution Architecture/Integration", "Business Intelligence & Data", "Development & Integration", "PMO" and "Digital Process Factory" teams. The Digital Process Factory is the entity that will functionally frame the mission of the BPA(s).
He/she will have two main missions
Support the City (Process Analysts and business experts) in the design of business processes. Twenty processes still need to be analysed and completed from a business point of view.
Carry out the functional analysis of the 40 business processes in order to allow the development teams to carry out the digitisation - i.e. putting them on the portal (citizen) and Cirm/Cmt (agent tool) taking into account the target architecture, the availability of capabilities and the readiness of the City
Profile
Higher education graduate (university or postgraduate)
Change management
5 years experience in a business and/or Functional Analyst function or equivalent
Experience in functional business process management
Excellent knowledge of MS Office and Excel in particular
