Introduction:
The NATO Communications and Information Agency (NCI Agency) located in Mons, Belgium, is currently involved in development and management of NATO Intelligence Capabilities which requires a Red Intel BSO Collator in support of the NATO Intelligence Database project.
The JISR Centre is looking for ONE Red Intel BSO Collator.
This task will support the development of the NATO Intelligence Database project as mandated by the Military Committee while using the Battle Space Objects (BSO) functionality within INTEL-FS.
Scope of Work:
The scope of the assignment will be limited to providing support to the collation of intelligence products overhead which is coherent with existing tools and processes within ACO.
The work shall be carried out in sprints whereby each sprint is independent. The collator will be required to introduce a Minimum Viable Product (MVP) that is capable of integration with ACO. The work will be executed mainly onsite but some sprints might be offsite at other NATO locations. Remote work cannot be performed offsite since the nature and classification of the work requires the incumbent to be present at the office.
Nevertheless, incidental requests will be reviewed on a case by case basis.
Roles and Responsibilites:
The contractor will be part of a team and will work using an Agile and iterative approach using multiple sprints. Each sprint is planned for an approximate duration of 4 weeks with an average 38 hours per week. The content and scope of each sprint will be agreed with the service delivery manager during the sprint-planning meeting, in writing.
Coordination and Reporting:
The Contractor shall deliver services on-site in SHAPE, Mons, Belgium.
The contractor shall report to the JISR Centre ISR Application Services Branch Head.
The Contractor shall participate in monthly status update meetings and other meetings, physically in the office, or in person via electronic means using Conference Call capabilities, according to service delivery manager’s instructions.
For each sprint to be considered as complete and payable, the contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in writing, within five (5) working days after the sprint’s end date. A report in the format of a short email shall be sent to NCI Agency POC briefly mentioning the work held and the achievements during the sprint.
Security:
Performance of the services described in this SOW require a valid NATO SECRET security clearance prior to the start of the engagement.
Constraints:
All the documentation provided under this statement of work will be based on NCI Agency templates or agreed with project point of contact.
All scripts, documentation and required code will be stored under configuration management and/or in the provided NCI Agency tools.
Practical Arrangements:
The contractor is expected to provide services On-site in SHAPE, Mons, Belgium.
Providing services off-site can also be arranged, on a case by case basis, with the line manager’s and IASB Branch Head’s coordination and approval.
There may be requirements to travel to other sites within NATO for completing these tasks. Travel costs are out of scope and will be borne by the NCI Agency separately in accordance to the provisions of the AAS+ Framework Contract.
ONE contractor must deliver services under this SOW.
Specific Requirements:
Service delivery under this SOW requires very good knowledge and experience with the IntelFS NATO application.
Security:

Required Qualifications:
The consultancy support for this work requires a software engineer with the following qualifications:
Technical Qualifications:
* NATO and/or military experience desired in the last 5 years;
* Advanced research and analytical skills;
* A minimum of 3 years’ experience in creating, updating and managing NATO’s adversaries order of battle (ORBAT);
* A minimum of 3 years’ experience in validating ORBAT structures and producing/publishing domain ORBAT products;
* A minimum 3 years’ experience in mapping national intel databases shared to NATO with NATO intel systems to facilitate standard and accurate data migration;
* A minimum 2 years level of experience in creating Recognized Intelligence Pictures in INTEL-FS and further disseminate to systems such as ArcGIS, NCOP;
* Minimum 3 years’ experience in working collaboratively with NATO intel systems teams to ensure continual improvement of INTEL-FS;
* Proven knowledge in developing and/or reviewing ACO intel directives, in particular of AD 065-13;
* Proven experience in drafting Standard Operating Procedures (SOPs) and to ensure standardization of data and information input in intelligence databases;
* Proven experience in participating in Intel systems User Acceptance Tests;
* Minimum 3 years’ experience and contribution to Intel systems requirements collection, evaluation and validation;
Professional Qualifications:
* Must have excellent spoken and written English communication and presentation skills, as demonstrated by recent experience (within the past 5 years);
* Must have proficiency in GIS and web map libraries;
* Must have experience of protocols for integrating multiple commercial ISR provider’s collection capabilities;
* Must demonstrate the ability and self-motivation to work on his/her own but must also work well within groups as part of a team;
* Must demonstrate an ability and keen sense for problem-solving.
* Motivated, good communication skills, team player.
* Able to work independently with minimal supervision.
* Knowledge of NATO responsibilities and organization.
* Knowledge of NATO or National intelligence processes desired.
