The Role
Carry out the operations of HSE department and contribute to the application of effective Health, Safety and Environmental management by providing technical support, in compliance with current local legislation, company directives, and the Technical Standards.
Develops, directs, and coordinates planning, organization, and implementation of environmental, health, and safety risk assessment programs to assure that management takes actions needed to raise both employee’s safety and equipment. Facilitate incidents management and investigation. The scope is within the plant and admin building
Key Accountabilities
The holder of the position shall also ensure compliance with environmental regulations, supervise the environmental performance of the plant, as well as develop, implement and monitor strategies and environmental programs as per Italian law and standards.
You are located in the plant and coordinate with the heads of the various units present in the plant. You report directly to Regional HSE Manager and the Employer, in coordination with HR. In addition, it refers to GHSEQ in terms of HSE performance, and in incident management.

* Monitor and ensure compliance of local statutory, legal requirements and requirement pertaining to HSE.
* The holder is responsible for ensuring operational safety is kept at the forefront of employees’ minds, ensure safe operational practices, processes, employee education and training, and consultative communications are in place and are being adhered to.
* Will ensure that the Country safety and environmental management systems are compliant with externally accredited ISO standards and OHSAS (ISO 14001, OHSAS 18001) and maintain System documentation.
* Preventive chemical impact analysis of new raw material and finish products using the IT “Chemical workflow” tool.
* Leads the analysis and reporting of site HSE performance and initiates strategies to improve performance across all business operations located in the plant.
* Collate key Health, Safety and Environment (HSE) lagging and leading indicators.
* Identifying potential hazards at work area, conduct risk analysis, HSE assessment and taking preventive actions in order to minimize those risks, according to requirement
* Promote HSE culture in the workplace.
* Maintain comprehensive records and reports of HSE management activities
* Plan and co-ordinate staff education and training on HSE
* Implement proactive measures to curb accident / incident, unsafe behaviours / conditions from recurrence through promotion, campaigns, and talks / training.
* Manage the site HSE records (audit, inspection, meetings, incidents, toolbox talks, pre-job start talk like Job safety analysis etc.).
* Possess good judgement and ability to extract the related HSE policies and procedures required for the site works.
* Communicate health and safety action plans, concerns and decisions to respective personnel on site, client and contractors.
* Ensure construction / operational activities carry out in adherence to the project Objectives and programs. Implement worksite HSE plans in regard to HSE work practices such as HSE Instructions to Contractors, behavioural Based HSE Process, Permit to Work, Working at Heights, Fire Safety etc.
* Will facilitate the sharing of best practices, lesson learnt and investigations across the departments of plant
* Extensively managed and compiled risk assessments, method statements and procedures related to safety management at all levels.
* Will promote knowledge of the requirements relating to safety to the managers of the various departments and offices
* Develops, and implements policies, procedures, standards, controls, processes, benchmarks and HSE management disciplines, in accordance with the procedures, guidelines and Technical Standards issued by the group
* It shall coordinate a team with the Department Officers, occupational doctor and the Safety Union Representative, for the purpose of defining and provision of PPE in relation to risks of the various assigned tasks
* Archives, manages and processes data and information relating to the safety and performance levels achieved and make it them known to the Management
* Collaborates with the Management and the Department Head on the definition and management of the HSE OPEX and CAPEX
* Manages relations with public administrations and the relevant bodies for the purposes of compliance with the regulations
* Gives the green light to the SAP definitive purchase order that allows the entry of contractors, after certification of all safety documentation.
* It interfaces with the managers of external companies and professionals present in mobile construction sites to ensure the coordination of activities in compliance with the mandatory safety and environment
* Make regular meetings HSE, to share and disseminate HSE performance.
* Interfaces and compares with the RLS in the health, safety and the environment, recording and reporting to the management of the fixed periodic meetings.
* Records HSE events (near misses, accidents, injuries), in accordance with company procedures, the group database, emits HSE Alert, coordinates the "Investigations" and analysis of HSE bad events by issuing the "Lesson Learnt ", inserts them into the regular meeting scheduled for the HSE performance monitoring.
* Participates in management of change (MOC procedure), performing risk assessments (safety and environment) required by company procedure.
* Collaborates with the maintenance organization in order to establish and ensure monitoring and periodic statutory audits provided on work equipment (pressure vessels, electrical systems, etc.) even by external bodies, such as ASL and VVF.
* Takes part in the following corporate programs: Walkabout, BS (Behavioral Safety), Managers Plant tour, LOPC prevention program
* Takes an active part in the work team for Hazop and JSA analysis.
* Performs Safety Induction for new recruitment.
* Prepares all environmental statements (MUD, AUA, etc. ...)
* Does Safety Briefing on several occasions (visits, town hall, etc.)
* Continually maintain an appropriate level of awareness, knowledge and preparedness across the departments of OPU
Qualification & Experience
* Degree in safety management, environmental sciences, engineering or Master of Safety and Risk Analysis Engineering.
* Prevention advisor level 1
* Environmental coordinator
* Relevant experience in an industrial services organization or oil and gas sector would be preferable.
* Minimum 3 years of experience in the position of HSE department
* Contemporary and leading-edge knowledge and expertise of HSE management (strategic and operational) practices, standards, systems and processes relevant to the operations of the group
* Sound knowledge of HSE legislation, industry and best-practice standards and their relevance to the group
* Fluency in English is essential
* HSE auditing qualification (ISO 14001, OHSAS 18001)
* Analytical, interpretative and strong decision-making skills
* Working knowledge of HSE Management Systems
* Excellent oral communication, interpersonal skills and analytical skills
* Strong leadership, focus and teamwork attitude
