For this position, you would be working with our client from the European institutions.
The Directorate-General for Communications Networks, Content and Technology (CONNECT) supports the digital transformation of the Union’s economy and society, fosters the internal market, and makes Europe fit for the digital age. This is done through legislation, policy initiatives, eco-system building, and by investing in the research, innovation, deployment, and uptake of trustworthy green digital technologies.
Your role:
* Perform business analysis on key business processes supported by the Digital Services Act systems and the AI Office systems.
* Define a digital transformation vision and strategy including on the use of AI in public administration.
* Create business architecture models that reflect the organization’s strategies and goals.
* Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities.
* Identify ways to reduce costs in IT and business leadership.
* Conduct research to identify and benchmark open source and European IT solutions.
* Evaluate systems for discrepancies or vulnerabilities.
* Conduct research to find ways to improve operations.
* Provide business architecture and systems processing guidance.
* Create and implement a business vision and multi-year plan.
* Interaction with the business analysts, customer, users, project leaders, and the developers.

Requirements
Who we think you are:
* At least 10 years of specific expertise in Project and Portfolio management PRINCE2 & PM2 (Project Management), ITIL, TOGAF, DODAF, NAF, BPM, UML.
* At least 7 years of expertise in Digital transformation projects.
* More than 10 years of experience in public sector environment with proven experience in business and needs analysis.
* Ability to design and drive digital transformation initiatives in public sector environment with a proven experience of at least 7 years in this domain.
* Ability to combine many different skills and experiences to address and solve business, information, and technology related opportunities and problems.
* Ability to carry out comprehensive user requirement gathering and analysis, including through stakeholder identification and consultation processes.
* Experience with enterprise architecture best practices and goals.
* Excellent leadership and conciliation skills.
* Communications skills, both verbal (e.g.: presentations, seminars, etc.) and written (e.g.: reports, articles, etc.). Fluency in English and French.
* Group session facilitation.
* Promotion skills (“selling” the results of architectural approaches through presentations).
* Analysis and design thinking.
* Modelling and graphical representations and abstractions.
* Very good communication skills with technical and non-technical audiences.
* Analysis and problem-solving skills.
* Capability to write clear and structured technical documents.
* Ability to participate in technical meetings and good communication skills.
