Who We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
* Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
* Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
* Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
* Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
* Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain a high-performance engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC), Military (Mil), and Interim Workforce Consultants (IWC). The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties And Responsibilities
The Interim Workforce Capacity (IWC) initiative requires a Senior Business Analyst to support the development and integration of a new digital front-end for the customer catalogue. The primary objective is designing/implementing a new automated process for generating price proposals for standard products. The role will also focus on the change management process for product descriptions in collaboration with Business Areas. It will support to enhance service accessibility, standardize service initiation rates for applicable services, and implement integrated service trees.
* Manage projects to ensure projects are delivered within agreed scope, time, cost and quality tolerances;
* Develop and maintain agreed project and resource plans and detailed stage plans in compliance with the NCIA's directives and project management best practices;
* Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary;
* Design and implement a new process for preparing price proposals for standard products;
* Lead the design, development, and implementation of a new digital front-end for the customer catalogue;
* Collaborate with Product Owners, Business Areas and stakeholders to ensure usability, scalability, and alignment with NCIA's goals;
* Analyse current service rates and propose standardized rates for applicable services;
* Ensure compliance with financial and operational policies during the standardization process;
* Develop and implement integrated service trees to streamline service offerings;
* Coordinate with technical teams and Product Owners to ensure seamless integration;
* Take responsibility for understanding customer/stakeholder requirements, collecting data, delivering analysis and problem resolution;
* Drive the change management process for updating and aligning product descriptions;
* Engage Product Owners and Business Areas to ensure acceptance and adherence to updated descriptions;
* Support reporting and communications with the Business Area and NCIA's senior leadership, in order to ensure projects are monitored and controlled across all management levels;
* Manage internal and external stakeholder groups and build networks to gain support to deliver projects successfully;
* Deputize for higher grade staff, if required;
* Perform other duties as may be required.
Essential Skills And Experience
* A formal project management qualification such as PRINCE 2 or PMI PMP;
* Recent experience (at least five years) and knowledge in the successful project management for a large, preferably international, organization;
* Knowledge and experience in state-of-the-art technologies, relevant to the work and familiarity with related international / commercial / industrial standards;
* Proficiency in process design and implementation;
* Proactive attitude in seeking and maintaining trust from stakeholders;
* Expertise in project management methodologies, tools, and best practices;
* Experience and certification in Agile Project Management (Agile PM, Scrum);
* Experience and certification in Service Management (i.e. ITIL V3 or V4);
* Experience in supplier management, negotiations, conflict resolution and contract management;
* Prior experience of working in an international environment comprising both military and civilian elements;
* Knowledge and experience with NATO's business process for ICT projects;
* Experience in large IT infrastructure (data centers, networking, security, end user devices) implementation projects;
* Experience in communicating with senior management and large groups (briefings, written and oral presentations).
Education
* A minimum requirement of a Bachelor's degree, at a nationally recognized/certified University in a related discipline, and 5 years post-related experience, or exceptionally, the lack of a degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is at least 10 years extensive and progressive expertise in duties related to the function of the post.

* On-Site.
Travel
* Travel to The Hague, Netherlands 2 days every 2nd month.
* Local travel one day every two weeks.
Security Clearance
* Valid National or NATO Secret personal security clearance.
