Duties and Role:
Data management
1. Devises and implements master data management processes.
2. Derives data management structures and metadata to support consistency of information retrieval, combination, analysis, pattern recognition and interpretation, throughout the organisation.
3. Plans effective data storage, sharing and publishing within the organisation.
4. Independently validates external information from multiple sources.
5. Assesses issues that might prevent the organisation from making maximum use of its information assets.
6. Provides expert advice and guidance to enable the organization to get maximum value from its data assets.
Programming/software development
7. Designs, codes, verifies, tests, documents, amends and refactors complex programs/scripts and integration software services.
8. Contributes to the selection of the software development methods, tools and techniques.
9. Applies agreed standards and tools to achieve well-engineered outcomes.
Data modelling and design
10. Sets standards for data modelling and design tools and techniques, advises on their application and ensures compliance.
11. Manages the investigation of enterprise data requirements based upon a detailed understanding of information requirements.
12. Coordinates the application of analysis, design and modelling techniques to establish, modify or maintain data structures and their associated components.
13. Manages the iteration, review and maintenance of data requirements and data models.
Data engineering
14. Plans and drives the development of data engineering solutions ensuring that solutions balance functional and non-functional requirements.
15. Monitors application of data standards and architectures including security and compliance.
16. Contributes to organisational policies, standards, and guidelines for data engineering.
Data science
17. Plans and drives all stages of the development of data science and analytics solutions.
18. Provides expert advice to evaluate the problems to be solved and the need for data science solutions.
19. Identifies what data sources to use or acquire.
20. Specifies and applies appropriate data science techniques and specialised programming languages.
21. Reviews the benefits and value of data science techniques and tools and recommends improvements.
22. Contributes to developing policy, standards and guidelines for developing, evaluating, monitoring and deploying data science solutions.
Business intelligence
23. Plans and manages business intelligence activities.
24. Ensures that business intelligence processes are robust, efficient and fit for purpose, focusing on automation, key controls and data quality.
25. Advises on the available standards, procedures, methods, tools and techniques.
26. Manages reviews of the benefits and value of business intelligence techniques and tools and recommends improvements.
Data visualisation
27. Leads exploration of new approaches for data visualisation.
28. Establishes the purpose and parameters of the data visualisation.
29. Provides overall control to ensure the appropriate use of data visualisation tools and techniques.
30. Formats and communicates results using textual, numeric, graphical and other visualisation methods appropriate to the target audience.
31. Advises on the appropriate use of data visualisation for different purposes and contexts to satisfy requirements.
32. Develops plans showing how the identified user needs will be met.
User experience evaluation
33. Selects appropriate tools and techniques to evaluate user experiences of systems, products, services or devices.
34. Validates that security, usability and accessibility requirements have been met.
35. Checks operational systems, products, services or devices for changes in usability and accessibility needs.
36. Interprets and presents results of evaluations, prioritises issues and reports on remedial actions
Requirements
Skill, Knowledge & Experience:
37. The candidate must have a currently active NATO COSMIC TOP SECRET security clearance
38. A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 4 years post-related experience.
39. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post.
40. Demonstrable experience as a Data Analyst, Data Scientist, or similar role, or experience performing these functions roles as part of another job.
41. Demonstrable experience with at least one programming language, such as Python, R, or C#.
42. Experience with commercially available or open source data visualization tools, such as Power BI, Grafana or R Shiny.
43. Experience with SQL and relational databases, such as SQL Server.
44. Experience with user experience KPIs and reporting.
45. Experience managing small teams.
46. Training & Certifications: ITIL Foundation, DevOps Foundation and certifications proving the competency level in programming/software development skills
Desirable Experience and Education:
47. Prior experience of working in an international environment comprising both military and civilian elements;
48. Knowledge of NATO responsibilities and organization, including ACO and ACT.
