Role Overview
Under the direction of the Principal Project Manager (Lead PM), the Senior Project Manager will be responsible for the planning, implementation, and management of assigned projects. The role requires adherence to NATO regulations and NCI Agency project management policies and procedures to ensure the successful delivery of capabilities and services.
Key Responsibilities
* Project Planning and Management:
o Plan, implement, and manage projects according to NATO regulations and NCI Agency policies.
o Develop comprehensive business cases, including procurement strategies, benefit/risk analyses, project proposals, and statements of work to secure sponsor acceptance and funding.
* Execution and Quality Assurance:
o Execute essential management, coordination, and quality assurance functions.
o Deliver projects within defined scope, time, cost, and quality tolerances.
o Regularly and ad hoc report project progress.
* Resource and Risk Management:
o Identify, plan, and allocate resources to meet project milestones.
o Manage risks and issues proactively, maintaining accurate logs and initiating corrective actions when necessary.
o Monitor project Key Performance Indicators (KPIs) and address anomalies promptly.
o Manage project cash flow and contribute to financial planning and reporting.
o Support business planning and forecasting through accurate project planning.
* Team Leadership and Stakeholder Engagement:
o Supervise project team members directly or within a matrix environment.
o Lead meetings and conferences with internal/external stakeholders and customers.
o Maintain realistic project plans and ensure effective communication with stakeholders.
* Documentation and Compliance:
o Ensure the quality and accuracy of project artefacts through regular reviews.
o Update relevant technical support and maintenance documentation.
* Additional Duties:
o Participate in project management-related activities.
o Deputize for higher-grade staff when required.
o Perform other duties as necessary.
Education and Experience
* Bachelor’s degree in a related discipline and at least 3 years of post-related experience.
* Alternatively, 10 years of extensive and progressive experience in relevant roles without a university degree.
Certifications
* Expertise in project management domains can compensate for lack of formal qualifications.
Professional Experience
* At least three years of recent project management experience in a large-scale IT organization.
* Experience in planning, design, and implementation of C4ISR systems.
* Knowledge of Deployable Communication and Information Systems (CIS) network design and standards.
* Proficiency in communication, including oral and written briefings.
Desirable Qualifications
* Proven success as a project team manager/leader in C4ISR acquisition projects.
* Engineering background with technical leadership experience.
* Familiarity with project management automation tools (e.g., ServiceNow) and work collaboration tools.
* Knowledge of NATO or national governmental acquisition policies and procurement procedures.
* Experience working in international environments with military and civilian components.
* Understanding of NATO responsibilities, organization, and structure.
