The Banque centrale du Luxembourg (BCL), member of the Eurosystem, is currently seeking to recruit for its “Market infrastructures and oversight” department, an: ECONOMIST (m/f/d) - Career A1 Full time - (ref. 07/OS/2025) Your mission: Within the Oversight section, you contribute to the oversight of the smooth functioning of financial market infrastructures, in particular payment and securities settlement systems, with the objective to ensure their safety and efficiency. Your responsibilities:
* You monitor and analyse the impact on payment and securities settlement systems of market developments, regulatory changes and emerging risks (including innovations) in the area of payments and financial market infrastructures;
* You contribute to the oversight activities of payment and securities settlement systems operating in Luxembourg and in the Eurosystem, notably through:
o the analysis of regular or ad hoc qualitative and quantitative information collected from system operators,
o the regular assessments of those systems and related risks against applicable regulations and oversight requirements,
o the participation in regular meetings with overseen entities as well as other authorities;
* You contribute to the preparation of Eurosystem/BCL views and opinions on the functioning of securities settlement system to be delivered to competent supervisory authorities;
* You draft reports and publications in this field;
* You represent the BCL in working groups or task forces, at national and Eurosystem levels, dealing with the oversight of market infrastructures and you prepare opinions and briefing notes on relevant subjects for BCL’s committee members and decision making bodies.
Your profile:
* You have a Master's degree in economics, finance or business administration, or similar;
* A professional experience in the field of audit, risk management or supervision is considered as an advantage;
* Knowledge of the functioning of securities settlement systems and/or payment systems (such as TARGET) would be an advantage;
* A good understanding of the regulatory and oversight frameworks applicable to market infrastructures is an asset;
* Knowledge of statistical tools would be appreciated;
* You have excellent writing, analytical and synthesis skills;
* You are fluent in French and English; the knowledge of Luxembourgish and/or German is an advantage;
* You demonstrate team spirit, initiative, discretion and professional rigour.
