Occasional Remote (teleworking) from a NATO country, and, travel on duty (TDY) to other NATO sites.

Introduction:
* To strengthen the Alliance through connecting its forces, the NATO Communication and Information Agency (NCIA) delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.
* The Ballistic Missile Defence Programme Office (BMD PO), as part of the NCIA, ensures the harmonised planning, implementation, deployment, evolution and support of the BMD capability, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions. The Programme Office is the procurement and implementation body of the NCIA, charged with the effective planning, execution, delivery into service, evolution and through-life logistic support of NATO’s and assigned national and BMD systems.
* The BMD PO is developing the BMD curriculum and needs additional expert training deliverables for this task.
* A strong operational expertise on BMD and TBMD missions will be an essential requirement for completing deliverables. In depth operational knowledge and prior experience of NATO BMD organisation as well as the NATO BMD user applications (Battle Management Command, Control, Communication and Intelligence, BMC3I systems) is required to work on assigned support tasks.
* The contractor will be providing support services as part of an Agency led project team that executes the Allied Command for Transformation (ACT) Programme of Work (PoW) 2025 for Ballistic Missile Defence.
Scope of Work:
* The contractor will provide support services comprising the following tasks and activities:
* Reviewing current NATO BMD related standards, directives, policies and standard operating procedures; providing analysis results to the BMD curriculum development.
* Collaborating with BMD operational users to collect information for BMD Curriculum and suggest content to the NCIA project team.
* Conducting Training Needs Analysis (TNA) and develop course materials for the systems in the BMD Programme in cooperation the relevant stakeholders (operators, project teams, academy staff)
* Supporting NCIA with expert opinions at BMD Curriculum related venues such as IAMD Annual Discipline Conference.
* Aligning and adapting BMD courses with the BMD CONEMP by creating links or adding references to the CONEMP from within course materials.
* Providing BMD subject matter knowledge to the NCIA project team.
* The deliverables will be required by various dates, as identified in Section 5, throughout the contract execution.
* All deliverables are to be peer reviewed within its delivery cycle. Input and guidance will be provided by NCIA in written from or/and during the targeted review meetings.
* During the period of performance a Delivery Acceptance Sheet (DAS) shall be provided to the Purchaser for each scheduled delivery, as identified in Section 5. The Template is provided in the Annex C. The Purchaser will confirm the acceptance by signing the DAS.
* The expected classification level of the deliverables is NATO Restricted. However, in some particular circumstances it might be needed that a specific deliverable and the execution of duties may require the contractors to access information, as well as CIS systems, classified up to NATO Secret, therefore the contractor shall be in possession of a valid security clearance up to and including NATO Secret information as from contract start.
* The contract will have an optional scope extension work-package to be executed in the first quarter of 2026 should NCIA choose to exercise it.
* The contractor will carry out tasks and will issue deliverables as described below:
* WP1 – 2025 BASE: Providing BMD OSME support to the NCIA project team – Curriculum Development.
* The contractor will participate in project activities as directed by the NCIA project manager. As required, s/he will perform operational analysis of NATO BMD related directives, policies and standard operating procedures. The contractor will provide the result of the analysis to the BMD curriculum development team. The contractor will collaborate as much as needed with NATO BMD operational community in order to collect information for BMD Curriculum and to confirm expert training product, such as, Individual Training Views (ITV) and Logical Individual Training Viewpoints (LITV). S/he will participate and present BMD Curriculum at the operational headquarters, operational user group and any other specialized meetings according to the project plan. The contractor will also collect feedback on completed parts of BMD curriculum from operational community.
Roles And Responsibilities:
The work shall be conducted in close collaboration between the Contractor and NCIA BMD Programme, as below:
BMD Programme Office: Project Manager
Contractor: To provide deliverables and inputs identified under work packages above.
Coordination and Reporting:
* The contractor shall participate in a kick-off meeting within one working week after the signing of this contract.
* This will be a virtual meeting executed via electronic means using Conference Call capabilities or in person in NCI Academy offices in Oeiras, Portugal.
* During the kick-off meeting, the contractor will provide and discuss a plan for delivering the services under this statement of work. Purchaser and Contractor will discuss the plan and confirm amendments where appropriate.
* The contractor will provide email minutes containing decisions and actions decided during the meeting.
* The contractor shall participate in regular status meetings, either in-person (where possible) or via electronic means using Conference Call capabilities.
* The rhythm for these meetings will be decided at the kick-off meeting.
* The contractor will initiate these meetings and provide email minutes containing at least decisions and actions decided during the meeting.
* The contractor shall follow all general rules, terms and conditions as applicable for working in the NCI Academy, Oeiras, Portugal or NCIA, The Hague, The Netherlands.
General Notes:
Services are to be delivered on the NCIA network(s) and appropriate hardware and connectivity will be provided by the NCIA, for the duration of this contract and is to be returned upon completion of the contract.
Constraints:
NATO will retain the intellectual property rights for all products developed in relation to this project.
Requirements
Required Qualification:
Contractor – Mandatory Requirements:
* Extensive knowledge, involvement and service in NATO BMD mission and strong network in the NATO BMD community. Must have been previously involved in BMD Operational User Group (OUG) activities, either as an active member or a chairman.
* Demonstrable experience with developing BMD curriculum for NATO. Must have previously developed for BMD programme following artefacts: Individual Training Views (ITV) and Logical Individual Training Viewpoints (LITV), Training Needs Analysis, Course Control Documentation I, II and III.
* Experience with developing training curricula and/or training programs, including course materials for technical training in the BMD domain.
* Experience with development of technical documentation, training materials and instructional aids, specifically for the BMD domain.
* Extensive experience working with NCIA, NCI Academy, ACT, SHAPE and other NCS HQs in relation with NATO BMD Programme.
* Extensive knowledge of and practical user experience with NATO BMD BMC3I systems (ACCS, AirC2IS, TOPFAS, NCOP, Intel FS, JEMM), air defence weapon systems, sensors and communications, and current NATO C4ISR systems like NATO ICC.
* Extensive experience with capturing BMD system requirements and business/operational workflows.
* Candidate must have the nationality of one of the NATO nations.
* Excellent command of spoken and written English.
* Must hold a valid NATO Secret Security Clearance.
Contractor – Desired Requirements:
* Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities,
* Prior experience of working in an international environment comprising both military and civilian elements.
* Knowledge of NATO responsibilities and organization, including ACO and ACT.
