REQUIREMENTS
Education and experiences:
Master’s degree in HR management or equivalent by experience
Minimum 5 years' experience in coordination / leadership position
Extensive experience in HR management
Experience with MSF or similar NGO is a valuable asset
Strong leadership and people management skills
Strategic vision in volatility, uncertainty, complexity, and ambiguity environment (VUCA)
Demonstrable understanding and commitment to diversity, equity and inclusion, cross-cultural awareness
Excellent critical thinking and problem-solving capacity
Dynamic and proactive, creativity and initiative
Good inter-personal and communication skills
Resistance to stress and ability to set priorities
Motivation and interest to work in a humanitarian organization, and more particularly with MSF
Languages
Proficiency in English and French mandatory
Dutch and/or other commonly used languages in MSF (Spanish, Arabic, Portuguese) are an asset
Description
CONTEXT
The MSF Operational Center of Brussels (OCB) employs over 10,350 staff, with over 90% working in countries of operations across 37 countries. Of the 500 staff performing headquarters functions, 110 are part of the HR department. This HR department staff is primarily based in Brussels, Kinshasa, and Abidjan.
The Human Resources department is divided into 4 complementary hubs: the Operational HR Hub (recruitment and staffing issue in our countries of operations), the People Development Hub (staff development, Learning and Development (L&D) solutions, deployment and innovation), the People Deployment Hub (administration, international mobility, staff health and rewards) and the HR Information System Hub (IT systems development and data analysis). The HQ HR management is under the supervision of the Deputy HR Director.
As the HR Director, you are responsible for the advancement of MSF’s medical humanitarian action by establishing OCBs HR vision and strategies, overseeing the implementation of the HR function and leading the HR Department. The HR vision and strategy will be renewed in 2025 for the MSF operational Center of Brussels, as a new strategic plan will be defined. You take a leadership role in developing a culture that enables employees to perform in accordance with MSF’s objectives and OCB Management Values. You contribute to the development and implementation of the safeguarding policy.
As a member of the executive committee of MSF-OCB you have transversal responsibilities across the whole organization.
MAIN RESPONSIBILITIES
* Define and implement the OCB staff vision and strategies, using a collaborative leadership approach
* Ensure the definition, relevance, implementation, and quality assurance of the HR policies including duty of care, staff well-being, and their empowerment
* Ensure a culture of work based on the global workforce approach that ensures equitable staffing policies. Lead and promote work on anti-racism, diversity and inclusion including a gender lens
* Act as a strategic partner for the management team on all HR matters
* Oversee the management of the Human Resource department: appoint and manage the coordination team of the department teams and define the overall objectives of the department to support the operations priorities. Define and monitor indicators and outputs of the department
* Define and monitor the department budget, including the prioritization of financial contributions for operations
* Represent OCB in international platforms and actively collaborate with all MSF Sections and Operational Directorates. Contribute pro-actively in the development of international dossiers identified as priorities by International Directors HR platform (IDHR platform). Chair and steer the OCB HR directors’ platform (HR12) and ensures coherence and mutual accountability in the collaboration with the sections of the OCB group
* Contribute to the development and implementation of a new safeguarding policy for OCB. Promote, respect, and apply the legal framework and OCB Management Values in the management of the staff and be part of the decision-making authority for all integrity issues
* Contribute and participate in the strategic decision making of the Operational Directorate as member of the management team
CONDITIONS
Expected starting date: 2nd of September 2024
Location: Brussels (Belgium)
Mobility: flexibility in working hours and availability for travel (to the MSF projects and other MSF sections)
Contract type: Open-ended contract with a 4-year mandate (extendable for max. 2 more years) – Full-time
Salary according to MSF-OCB HQ grid
