SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.The Operations Directorate is responsible for monitoring the strategic environment and managing current operations for the Supreme Allied Commander Europe (SACEUR). Operations Directorate directs and oversees all assigned operational and intelligence functional area activities through the J2 and the J3 divisions, coordinates the contribution of niche forces and capabilities (Joint Effects, Nuclear Operations, Office of the Provost Marshal, and Allied Command Counter Intelligence), and tasks MOU organizations (NIFC, JEWCS).The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO) on Intelligence, Counter-Intelligence, Security, Information Security, Biometrics and Identity Intelligence, Geospatial, Joint Intelligence, Surveillance, Reconnaissance (including ISTAR). J2 maintains liaison with Nations, NATO International Staff and NATO International Military Staff (IMS), Allied Command Transformation (ACT), Subordinate Commands and other organizations as directed.The J2X Branch provides Security governance and oversight of NATO Command Structure (NCS) elements, security awareness and training, security policy development, and advice on security policy implementation, including advice on sharing of intelligence and information with non-NATO entities. It executes Communication and Information Systems security accreditation and inspections, and provides Information Security awareness and training, policy advice and development.The Information Assurance Section (IA) executes Communication and Information Systems (CIS) security accreditation on behalf of the ACO Security Accreditation Authority (SACEUR), represents the ACO Security Accreditation Authority at NATO and ACO security accreditation boards, conducts CIS security inspections, exercises CIS security oversight in support of the CIS Operational Authority (CISOA), supports CIS Security incident management, provides Information Security awareness and training, policy advice and development, and provides relevant CIS Security support to all CISOAs within ACO.Principal DutiesSupport the ACO SAA in the scope of security accreditation of all relevant CIS and projects, with a primary focus on NATO Digital Backbone and NATO 2030 objectives.On behalf of ACO SAA support and execute Type 2 Security Audits of CIS and if required contribute to CIS security inspections and advisory visits in scope of J2X IA security oversight.Prepare initial valuations and analysis of technical security reports, findings of Security Risk Assessments as well as results of security inspections and security tests, and aggregate data for further SAA analyses in support of the accreditation decisions.Use, exploit and maintain the NATO System Accreditation database (NSAC) to keep information in respect to CIS security accreditation status up to date.Contribute to the development of ACO SAA information portal and maintain day-to-day information management in support to ACO SAA.Develop and update forms, templates, workflows and questionnaires to enhance and simplify accreditation process and collection of data for the ACO security oversight purposes.Support management of J2X IA data, tasks, CIS Security Accreditation workflows and tools.Maintain working level staff liaison with ACO CIS Security Officers and NCIA CIS Security officers and Accreditation Support Office in scope of CIS accreditation matters.On order contribute to CIS projects and advise on CIS Security Accreditation topics for projects' teams and CIS working groups.Support to the Section staff officer's duties in the evaluation/ assessment of Information Assurance (IA) threat vectors and IA Risk Assessments.Attend meetings/ events in regards to CIS Security and IA on behalf of the section.In scope of CIS accreditation and security, support preparation and execution of Security Accreditation Boards (SABs) workshops, conferences, training events and exercises, as required.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days.The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.Essential QualificationsA. Professional/ExperienceAt least 1 year of experience as CIS auditor or accreditation officer.Experience in security risk assessment and security risk management.Experience in CIS Security Threat/ Risk evaluations.Experience in matters regarding Cyber Security.B. Education/TrainingUniversity Degree in information security, computer science, audit, mathematics, statistics, business administration or related discipline and 1 year post-related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 2 years post-related experience.C. LanguageEnglish - SLP 3333 - (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional ExperienceProved experience either in CIS Security Engineer or in Security and cross-trained in INFOSEC.Assignment as an IT, CIS or INFOSEC security officer or non-commissioned officer.Background in military security work covering all aspects of physical security, document security, and personnel security and information assurance.B. Education/TrainingCyber Defence NATO COMPUSEC Level 1 provided by NATO - Communications and Information Systems School (NCISS) or equivalent.NATO Security Course provided by NATO - School Oberammergau (NSO) or equivalent.Cyber Defence NATO CIS Security Officer (INFOSEC Version 2.0) provided by NATO Communications and Information Academy (NCI Academy) or equivalent.Attributes/CompetenciesPersonal Attributes: The incumbent must have outstanding task management and communication skills. The incumbent will be required to develop a staff level network and to contribute to the CIS Security Accreditation process.Contribution to Objectives: The incumbent supports the CIS Security Accreditation process through technical assessments, advice and information/task management. The ACO Security Accreditation process is crucial for the support of ACOS J2 as the principal security advisor of ACO, it forms the last line of defence in regards to the analysis of operational requirements, which are translated into technical specifications and then matched and compared to current CIS Security policy and guidance documents. The incumbent is also responsible for supporting NATO / ACO Security accreditation tools and portals (or changes to them), based on the requirements coming out of ACO.Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
