Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
* Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
* Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
* Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
* Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
* Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain a high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC's), Military (Mil), and Interim Workforce Consultants (IWC's). The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The NATO Information and Communication Agency (NCIA) located in Braine L’Alleud, Belgium, is currently involved in the development and support of new and existing capabilities for NATO. In light of these activities, the NATO Digital Workplace Centre (NDWC) is adapting innovative and secure communications solutions for NATO staff across the Enterprise. In order to improve the service delivered, NDWC is looking for a Business Data Analyst to monitor service performance and assist the Management in establishing and preserving clear definitions for Service measures and metrics. These tasks are all geared toward the realization of NDWC’s 2030 objectives. Specifically, the Lines of Efforts are the following:
* Design reports to help Chiefs, Service Area Owners (SAO) and Service Delivery Managers (SDM) understand operational behavior and consolidated service performance and trends.
* Work with other business areas to integrate datasets, enabling automation in report generation and enhancing data analysis.
* Provide daily reports for operational activities, weekly reports on SLA trends, incidents, and ticket distribution, and rolling monthly and quarterly reports with comprehensive performance metrics.
* Create dashboards that align with agency standards, offering a high-level view of service metrics for decision-makers.
Role Duties and Responsibilities
* Design, generate and present Service Level Management reports.
* Work independently to gather data from different domains and propose improvements to drive data integration and automation.
* Support the Higher Management and the SAOs/SDMs in collecting requirements and designing dedicated statistical views over the data.
* Support Monthly and Quarterly meetings with Chiefs/SAOs/SDMs.
* A requirements analysis document, outlining all necessary specifications for the Operational Dashboard.
* Design and present mockups of the reports to implement in the Operational dashboard.
* Implement the approved reports in the Operational dashboard.
Essential Skills and Experience
To evaluate the qualifications and experience for this contract, please provide evidence of successfully delivering three distinct Data Analysis and Performance projects within the last five years. Each evidence should demonstrate proof of performance and be comparable in size and scope to the requirements of this role. Evidence should showcase the ability to manage data and reports, as well as the ability to use Business Intelligence tools like Power BI and dashboards delivered with Microsoft Excel.
