Key Responsibilities
• Agile Leadership: Lead the agile development process, acting as the primary decision-maker for prioritization, business value, and functionality of the product backlog.
• Team Management: Supervise a team of business analysts and ensure alignment between business goals and technical solutions.
• Requirement Gathering: Interact with business stakeholders to gather, validate, and translate requirements into user stories and technical solutions.
• Product Backlog Management: Create, prioritize, and sequence the product backlog based on business value or return on investment (ROI).
• Sprint Planning & Execution: Actively participate in sprint planning, daily stand-ups, retrospectives, and demos. Ensure that user stories are appropriately scheduled and completed in each sprint.
• Solution Design: Propose solutions by integrating IT tools with business process improvements based on an in-depth understanding of the business domain.
• Quality Control: Develop and maintain standards for testing, review deliverables after each sprint, and organize product demonstrations.
• Defect Management: Assist in the prioritization and resolution of defects and bugs, ensuring continuous product improvement.
• Progress Reporting: Provide transparent progress reports to stakeholders, improving communication and decision-making processes.
• Scrum Master Duties: Perform Scrum Master responsibilities, ensuring the team adheres to agile principles and practices.
Education and Qualifications
• Minimum Education: Master's degree (equivalent to Level 7 of the European Qualification Framework), typically requiring 5 years of study.
Required Skills and Knowledge
• Extensive experience in large, enterprise-level multi-user Information Systems.
• Strong expertise in Agile methodologies and tools (e.g., JIRA, Confluence, BigPicture, Gliffy, Balsamiq).
• In-depth knowledge of:
o Application Management Lifecycle.
o Service-Oriented Architecture (SOA).
o Applications design and modeling tolos.
o Enterprise Architecture.
o Relational Database Management Systems (RDBMS).
o Business process analysis and interoperability technologies (e.g., SOAP/REST web services, middleware).
Additional Skills
• Excellent writing and documentation skills.
• Ability to adapt to fast-changing technologies in application architecture and design.
• Strong communication skills, capable of participating in multilingual, multicultural meetings and teams.
• Fluent in English (C1 level) with the ability to understand, speak, and write clearly.
Specific Expertise Required
• Java SE/EE: At least 5 years of expertise.
• SOAP/REST Web Services: At least 5 years of working experience.
• Oracle DB: At least 5 years of working experience.
• Scrum Methodology: At least 5 years of experience in Scrum practices.
Mandatory Certifications
• One of the following:
o Certified Scrum Product Owner (CSPO).
o Professional Scrum Product Owner (PSPO).
o SAFe Product Owner or equivalent.
Optional Certifications
• ITIL certification above foundation level.
• Project management certification (e.g., Prince2, PM², or equivalent).
Security Procedures for External Service Providers
• External service providers may access sensitive data or secured areas during task performance.
• Non-EU providers with access to EC premises or networks must undergo security screening by the Commission's Security Directorate (HR.DS) before contract signature.
