Within our Economic Governance department, we specialise in providing technical assistance and conducting studies that support the design, implementation, and evaluation of policies and programmes in public finance and development finance. What you will do:
We are looking for a Framework Contract Manager/Consultant to join our Economic Governance Department team based in our offices in Louvain-La-Neuve.
As Framework Contract Manager/Consultant, your role will include:
Business Development:
1. Identify and explore new business opportunities
2. Prepare technical and financial proposals, including:
o Identifying and selecting experts
o Negotiating fees
o Tailoring CVs
o Preparing budgets
o Drafting work plans
o Writing proposals
3. Liaise effectively with clients, partners, and experts
4. Strengthen and expand our network of experts
Project Participation: contributing to studies and technical assistance projects conducted by ADE, with responsibilities including:
1. Designing methodologies
2. Conducting qualitative and quantitative research and analysis
3. Participating in field missions (typically one to three times per year, for up to one week, depending on project needs)
4. Writing reports
5. Engaging with clients
6. Managing project teams
7. Overseeing project administration and financial management
Knowledge Development:
1. Support ADE’s knowledge capitalisation and dissemination efforts
We are looking for a candidate with:
1. Education: Master’s degree in economics, finance, public finance, and/or business management
2. Expertise in Key Areas: Public finance management, macroeconomic analysis, domestic revenue mobilisation, budget support operations, development finance, private sector development, blending, and guarantees
3. Experience: 2 to 5 years of professional experience
4. Project Acquisition: Strong interest in business development and bid writing, with a proven track record in winning tenders
5. Structured Thinking & Rigor: Well-organised mindset with a high level of rigor with a keen eye for detail
6. Analytical Skills: Strong quantitative and qualitative analytical abilities
7. Project Management: Excellent planning, organisational, and management skills, with the ability to multitask under tight deadlines and deliver
8. Interpersonal Skills: Strong communication, negotiation, and teamwork abilities
9. Team Spirit & Problem-Solving: A cooperative, supportive, and proactive team player with a “Can Do” attitude
10. Work environment: Ability to work independently in a fast-paced commercial environment, with strong stress-resistance
11. Languages: Fluency in written and spoken English; Basic knowledge of French required
EU nationality or valid work permit is required
Would be an asset:
1. Project Acquisition: Previous experience in project acquisition, particularly under EC Framework Contracts
2. Sector Knowledge: Understanding of external relations, international cooperation, and/or the EU-27 business landscape
3. Institutional Knowledge: Familiarity with EU institutions, policies, and international financial institutions (IFIs)
4. Research & Data Analysis: Experience with surveys and statistical tools
5. Additional Language Skills: Fluency in French (oral and written) is a strong plus; knowledge of Spanish, Portuguese, Arabic, or other languages is an asset
