Who We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
* Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
* Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
* Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
* Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
* Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain a high-performance engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NICs), Military (Mil), and Interim Workforce Consultants (IWC). The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The ITM project covers a partial scope of the original ITM Project, initiated to prioritize and replace the legacy Automated Information Systems (AIS) NS network with a modernized ITM Operational Network (ON) at NS across the NATO Command Structure (NCS). The goal is to achieve a resilient and flexible ICT and to support improved business continuity and disaster recovery.
An Operations Planner and support are required for the Design and Engineering and Implementation phases of the WA12. Cascading high-level capability requirements to the low-level project and WA requirements for formal documentation, as specified in the DDoc.
As coordinated with the NCI Agency Point of Contact or delegated staff, the Contractor team shall provide the following services:
* Provides essential support to the migration manager and teams, ensuring smooth operation and successful completion of tasks and activities.
* Coordinates project-related activities, ensuring effective communication across teams and supports the project manager in monitoring progress, managing resources, and delivering results.
* Works with the migration team and creates, maintains, and administers project plans.
* Tests the data attributes planned for user migration by conducting a trial/proof of concept.
* Prepares, plans, and conducts data analysis to support user migration and transition to operation.
* Develops and maintains an up-to-date data repository for all collected data related to users, End User Devices, and applications.
* Assists in identifying, extracting, merging data attributes and defining, coordinating, and finalizing for Gold Data template and for use in each Migration Strategy, Site Transition Migration Plan (STMP) document.
* Helps test the data attributes planned for user migration by conducting a trial/proof of concept.
* Helps prepare, plan, and conduct data analysis to support user migration and transition to operation.
* Develops and maintains an up-to-date data repository for all collected data related to users, End User Devices, and applications.
Role Duties And Responsibilities
Support to WA12 - User migration and transition to operation:
* Maintain project portals and document libraries.
* Provide executive administrative support to the migration team including preparations for meetings, coordinating VTC / VMR meetings, calendar management, travel preparations, and correspondence.
* Manage incoming tasks and track/submit inputs to meet stated timelines – planning and organizing.
* Act as the resource alternate POC and liaise with the Project Team to ensure requirements are actioned.
* Assist in the development of business and administrative processes.
* Assist in the coordination, implementation, and maintenance of administration policies and procedures.
* Develop and maintain entries to the relevant information systems, including SharePoint sites, financial, operational, and managerial data.
* Responsible for project support, stakeholder, and information management.
Internal Activities General
* Develop SharePoint platforms on NR & NS network.
* Work with additional Work Areas in designing presentations required by ITM-RC1 for presenting for internal site project.
* Maintain and manage the migration schedule. Maintain documentation control for the project team. Manage and maintain overall site tracker (EN/SN/RN/DC) for all 32 sites. Trace 6 x site meetings, Survey reports, 2 x STMPs, deliverable dates, 6 x sets of Gold Data Final site report completion reports for every site. Coordinate key dates with ITM Scheduler.
* Host/lead implementation SCRUM meetings. Manage and maintain SCRUM action log.
* Validate and verify project tasks & activities with the scheduler.
Support SME in:
* Identifying required Attributes, Work Area that require these and the ADS to receive/review.
* Prepare and maintain GD Template – from WA requirements.
* Extract/Capture Data from NEDS, APMS, AD, EBA, LANSweeper, NDW, Local SIM, CSUs, and Other Sources.
* Check/Validate/Merge and convert into format for Gold Data. Support SME in Setup, maintain Dashboards – repository for Gold Data. Support SME in coordinating meetings with APMS, NEDS, AD team.
* Validation of data and merge.
* Synchronization between EBA and Patch Manager / Enterprise CMDB / EBA / SCCM.
Project Specific
* Schedule all site migration meetings.
* Coordination Meeting 1 - Part A Introduction to ITM project Overview.
* Part B SIM Brief Coordination Meeting 2 - Introduction to Site Discovery Coordination Meeting 3 - Introduction to Gold Data Coordination Meeting 4 - Data review.
* Coordination Meeting 5 - J6 - Introduction to ITM project Coordination Meeting 6 - SIWG Kick Off.
* Ad-hoc meetings.
* Maintain Action Log for migration Coordination & Ad-Hoc meetings.
* Act as deputy Project POC with Site / SIM & SHAPE J6 /J1 when and as required. Schedule and book all meetings, ensuring all relevant presentations are prepared and updated.
* Maintain Documentation control.
Site work with SIM
* Obtain initial Site Discovery data/information. Validate & verify Initial POC list and Blackout dates.
* Update ITM-RC1 documents within SharePoint (NS & NR platforms). Liaise with SIM and CSU for any required data and changes.
* Schedule SIM meetings to describe/explain general documentation requirements. Work with SIM on specific Gold Data requirements.
* Site Discovery.
* Coordinate Blackout dates with internal stakeholders.
* Update internal migration schedule accordingly in SharePoint (NS & NR platforms). Maintain Schedule calendar.
* Maintain, update all site POC lists as required.
* Coordinate within the migration team and update SharePoint repository. Transfer project schedule information into Migration Plan.
* Review and advise on Gold Data attributes (Data Sets).
Work with ITM SME on reviewing Gold Data received from SHAPE J6/J1 (APMS)
* Design/maintain site-specific Gold Data templates for informal review of data.
* Review/Check/Validate STMP v1.0 / v2.0.
* Compile STMP v1 / v2 - Define, develop and coordinate final STMP layout and content. Liaise with internal stakeholders for review/update above.
* Define, develop and coordinate final (EUD replacement & User migration). Liaise with internal stakeholders for review/update above.
* Arrange review of documentation content with SIM.
* Arrange internal review with Work Area representatives for above External activities.
* BOA+ / Telebit.
* Schedule and run regular progress meetings. Ensure all issues are addressed/resolved.
* Maintain documentation control between ITM & BOA+ Company. Maintain and manage action log for scheduled progress meetings.
* Supporting review of Security Test and Verification Plan (SMTP). Supporting review of Master Test Plan (MTP).
* Supporting review of Work Implementation Plan (WIP).
* Review additional requirements for/from BOA+ Company support contract.
* Support user migration process related to kiosk implementation.
* Support the transition to operations and services phase by performing lifecycle cost analysis.
Essential Skills And Experience
* Sound knowledge and experience in various areas of:
o Virtualization Technologies, Operating Systems, Windows.
o Latest Server, Storage, Client, Active Directory and Infrastructure Networking hardware technologies.
o Enterprise Systems Management services, methods and tools (i.e. SCOM, SCCM, SCVMM).
o Managing and successfully delivering IT upgrade/migration projects that included cross-domain/forest migration of users and applications.
o Coordinating, developing, and writing IT technical documentation, user guides, user acceptance criteria, migration communication plans, and IT testing/acceptance plans.
o Command Control Communications Computers Intelligence (C4I) systems.
* Strong experience in coordinating and developing strategy, plans, schedules, and documentation for IT upgrade/migration projects that included cross-domain/forest migration of users and applications.
* Sound knowledge and experience in the use of Microsoft office automation package.
* Thorough knowledge of computer-based tools for project planning/control and resource management (like MS Project).
* Familiarity with Stakeholder management, Business relations, Change management, Risk management and mitigation strategies, service or system migration and transition.
* Prior experience of working in an International Organisation environment comprising both military and civilian elements.
* Knowledge of NATO responsibilities and organization.
* At least 5 years experience from working in an IT/CIS service provisioning organization.
* At least 5 years experience with design and implementation of Active Directory Federation Services in large enterprise environments.
* At least 5 years experience in Test and Verification and Accreditation procedures.
* At least 5 years experience, supported by professional certification in the implementation and administration of COTS products such as MS Windows Server, Linux, Oracle, MS SQL, VMware, MS Hyper-V, MS SharePoint, MS Active Directory and Active Directory Federation Services, MS Exchange, MS Skype for Business, Client OS (Windows, OSX, iOS, Android etc.).
* Proven ability to communicate effectively orally and in writing with good briefing, documentary reporting, and presentation skills.
* At least 5 years experience in roles requiring to take initiative and a flexible approach allowing the incumbent to respond reliably and competently to changing requirements in a demanding environment.
* At least 5 years experience in roles requiring excellent inter-personal skills and the ability to be responsive and sensitive to both external and internal customers and staff.
* Good knowledge of industry standard methodologies and best practices.

* Possess the following certifications:
o ITIL Certification.

Education
