In order to support HSSE Manager with daily operational tasks, our client is looking for a Lead SHE Engineer.
Organisatie
1. Reports to: on a functional level: Polymer Asset Manager, HSSE Manager — on a hierarchical level: HSSE Manager The backup is: Plant Safety Advisor.
2. Manage SHE services in support of meeting legislative requirements and in response to performance issues or changes in the regulatory environment.
3. Develop and implement an effective SHE program for the site.
4. Monitor the performance and take action as required.
5. Ensure site reports and operates in line with company’s Directory.
Functie
6. Lead the HSSE department to ensure continuous improvement so that the site achieves its annual SHE performance objectives.
7. Develop, prepare and agree the SHE strategy and improvement plan.
8. Monitor delivery and recommend where required
9. Promotion of HSSE culture and good practices, encourage site cross learning
10. Provide training for the employees related to SHE.
11. Recommend actions to the staff to ensure that the site operates to predefined standards (ISRS, Ineos 20 SHE Principles, SHE Excellence)

15. Organize the provision of a professional SHE advisory service to meet regulatory requirements and to assist/guide management.
16. Develop initiatives to influence site managers and all staff in delivering the short term and long term SHE performance.
17. Develop cost effective strategies for environmental and climate change future liabilities.
18. Monitor the development of policies, programs. Assure that the organization is compliant with all relevant Health Safety & Environmental legal requirements in accordance with the Belgian regional and national legislation (operating a hazard site) and European guidelines and the company’s expectations.
19. Responsible for developing and maintaining all required documents for the submission and regulatory approvals of operating permits and environmental licenses, and corporate commitments, and advises the leadership team on all necessary measures to take.
20. Organize the investigation of industrial accidents, occupational diseases and environmental incidents and proposes corrective measures and follow-up procedures, and ensures that all risks are identified through risk assessments and audits, including the risk analysis related to extension or adjustments to the installations, and major investments.
21. Make sure the IMB Safety Committee is organised and prepared to support a constructive social dialogue.
22. Coordinate and define in regular discussion with the process engineers the process safety requirements for the site as process safety authority.
23. Set up, coordinate and maintain an internal emergency plan and organization, as part of the site emergency plan, and organize periodical training and exercises.
24. Develop the further SHE cascade process so all employees and contractors receive on a regular basis SHE communication.
25. The Lead SHE Engineer carries out his tasks in accordance with the 20 safety principles and the “Life saving Rules”. The HSSE Manager is an ambassador of these principles to employees, contractors, suppliers, customers and visitors. The HSSE Manager is fully responsible for the safety and health of all those present on the site and for the environment. He promotes these principles to the employees who report to him.

Functie-eisen
29. Civil or industrial engineer – Prevention advisor level 1 – Environmental coordinator level A (advantageous).
30. Several years industrial experience / proven process safety experience in the petrochemical industry (advantageous).
31. Good knowledge of license and regulator conditions.
32. Practical knowledge of computer and software (MS office).
33. Perfect knowledge of Dutch, good knowledge of English.
34. Ability to assess and balance risks to make an informed decision.
35. The ability to lead and to influence others.
36. The ability to develop wide network and working relationships with managers and staff.
