Equans is looking for a DBFM Tender Manager to strengthen its teams for upcoming DBFM infrastructure tenders.
This position is based at our offices in Aartselaar, with regular travelling within Belgium. Partial homeworking is possible.
As a Tender Manager, you will be responsible for analyzing tenders and commercial opportunities and managing corresponding project offers for DBFM projects within the Belgian infrastructure market.
Under your leadership, the Tender team shall analyze the project scope and develop the engineering, the planning, the methods and the pricing. You will motivate and empower your tender team members from the various Infra Mobility specialists within the Rail, Roads & Water departments, as well as other supporting functions, such as HSEQ, Legal, Procurement, Insurance and Finance. Through facilitating excellent team communication and efficiency, you will support ownership and maximize innovation, targeting a high-quality tender submission and contract. Finally, you and the tender sponsor will take the lead in tender clarifications and negotiations with clients after the submission of the tenders.
Your responsibilities:
1. you manage the tender process from A to Z
2. you analyze tender documentation, you familiarize yourself with the contract terms, scope of work & project schedule and you highlight technical and financial risks and opportunities
3. you ensure good communication and coordination between the tender teams of the involved companies/parties
4. you are the primary point of contact for the client
5. you work in a team with various specialists, including contract management, legal, finance, insurance, planners and technical advisors
6. you inspire diverse teams to make creative and competitive proposals within the contractual and technical framework outlined in the tender specifications
7. you lead the process to prepare, discuss and conclude the Heads of Terms and later on the full version of the main industrial projects (EPC-, MTC- & Interface agreements, SHAs for SPV/MTC, convention for the EPC company)
8. you report to the executive committees composed of representatives from the participating companies/parties
9. you reassure that internal guidelines, standards, norms and laws are correctly applied
10. you successfully manage internal approval processes and risk committees
11. you prepare & partially draft the offer in line with the customers requirements & specifications
12. you prepare & participate in technical and commercial clarification meetings with the client
13. you regularly improve/update the offer with the aim of securing the contract
14. you maintain excellent relationship with strategic suppliers and subcontractors
15. you continuously develop standards and processes in order to improve competitiveness of the offer
16. you actively participate in strategic and tactical discussions, from early phase until project team handover
What do you need to excel in this function?
17. you hold a master degree in engineering or in finance
18. you ideally have 10+ years of experience in tender management
19. you are an experienced user of the most common MS Office applications
20. you can work under pressure and keep your team focused
21. you have excellent oral and written communication skills
22. you have a natural commercial awareness/feeling
23. you are pragmatic and you work in a proactive manner with a hands-on mindset and problem-solving approach

27. you can express yourself fluently in spoken and written Dutch and English (French is a plus)
You will be part of the DBFM(O) department within the Mobility division in the Infra BU. This transversal department manages large & complex infrastructure projects (e.g. Brabo II, Oosterweel, Annie Cordy tunnel,). For these projects, Equans typically carries out the electromechanical and automation scope & teams up with partners covering the rest of the scope (civil works, rail track works, road works,).
