We provide tailored services for various public sector bodies including European Institutions, the Belgian and German Defence, the European Space Agency, and the European Organization for Nuclear Research (CERN). We’re looking for a Head of Bidding & Governance, to reinforce the team in our Brussels office!
The Head of Bidding & Governance is the responsible owner for the bidding function and associated governance, working closely with the European SLT and Sector leadership teams to develop, define and execute bidding strategy within UK&E.
This role will drive bidding excellence and lead the team to success against relevant targets and other growth metrics. The function will help to ensure that Serco is recognised as a market-leading service provider, articulating innovative proposals and targeting sustainable, profitable growth.

Main Responsibilities
As Head of Bidding & Governance you will be responsible for:
4. Key driver of bidding activities, supporting proactive identification and shaping of new deals to facilitate delivery of strategic scale revenues
5. Maintain an overview of growth budgets, targets and people across Europe, working with Europe and Sector MDs to ensure full understanding of growth activities and allocation of resources/investment
6. Ensure all new starters (including colleagues joining from acquisitions) are thoroughly trained in the SMS, Serco governance processes and protocols
7. Drive enhanced YoY quality of bid proposals and win rates, for the BU and by sector, to agreed targets
8. Work with commercial team to baseline and improve bid cost ROI to agreed targets
9. Constantly challenge bid opportunities and delivery models, including strategic fit/viability, quality levels and cost competitiveness
10. Promote effectiveness throughout the Growth Function as a member of the BD & Bidding leadership team
11. Support efficient, professional bidding across the BU through the implementation and continuous improvement of standardised, agile operating procedures in line with the SMS
12. Work in partnership with BD functions, customers, partners, BLRT/IC members, functional leads and key suppliers to lead opportunities through all Gates at the highest possible standard and secure new business effectively and consistently
13. Ensuring alignment and buy-in between the Growth function and Sectors on strategy, business objectives and ways of working
14. Liaison with Sector operational and SME colleagues (external where relevant) to promote a systematic approach to proposition development
Successful Candidate
Essential Technical and Professional Skills, Knowledge and Qualifications:
15. Demonstrable experience of leading, managing and coordinating teams in a matrix environment and an ability to attract, retain and motivate talented people
16. Evidence of securing strategic scale new business wins with associated TCV > £250M
17. Confident in managing the full bid process (Gates 0-5) for new and retained business
18. Sound knowledge of public sector tendering and commissioning procedures
19. Experience of implementing and driving change to support a team mindset of continuous improvement, rather than settling for status quo
20. Excellent planning and organisational skills to manage multiple workstreams simultaneously
21. Passion for people and working in high-performing teams
22. Ability to think strategically and balance strategic/short-term priorities and objectives
23. Ability to communicate effectively with a diverse community of stakeholders at all levels of the organisation
24. Flexible and inquisitive approach to changing priorities within a fast-paced, dynamic environment
