Mission
We are seeking an experienced Product Owner to lead the implementation of key Qualified Trust Services (QTSP) within our organization.
The successful candidate will work closely with an HSM vendor, a QTSP consultancy firm, and internal IT Operations (ITOPS) teams to ensure the successful deployment of the following trust services:
1. Issuance of Qualified Sign Certificates
2. Issuance of Qualified Seal Certificates
3. Remote Signing using Sign Certificates
4. Remote Sealing using Seal Certificates
5. Issuance of Qualified Electronic Attestation of Attributes (Verifiable Credentials)
Reporting:
This role reports directly to the Director of Identities and Access Management.
Key Responsibilities
This is what we expect of you:
6. Signing and Sealing Focus: Lead the implementation and management of Qualified Sign and Seal Certificates, ensuring compliance with relevant regulations and standards.
7. Roadmap Development: Create, manage, and communicate the roadmap for both signing/sealing and QEAA services to customers and senior management.
8. Collaboration: Work closely with the Product Owner for Digital Identities and other stakeholders to ensure alignment with organizational goals and regulatory requirements.
9. Vendor Management: Liaise with HSM vendors and QTSP consultancy firms to ensure seamless integration and compliance with relevant standards.
10. Regulatory Compliance: Ensure that all implementations comply with eIDAS 2.0, ETSI standards, and other relevant regulations such as ISO and ENISA guidelines, with a particular focus on signing and sealing.
11. Stakeholder Engagement: Present and justify the roadmaps and progress of both signing/sealing and QEAA services to customers, senior management, and other key stakeholders.
12. Innovation: Stay abreast of developments in eIDAS 2.0, signing/sealing technologies, organization wallets, Legal PID, EUDI personal wallets, and related areas to ensure the organization remains at the forefront of digital identity and trust services.

Qualifications:
13. Experience: Prior experience in a similar role within a Qualified Trust Service Provider (QTSP) is highly desirable, with a strong emphasis on signing and sealing services. Ideally, the candidate will have a proven track record as a project manager for the implementation of sign/seal services and the qualification of these as trust services.
14. Technical Knowledge: Strong understanding of QTSP services, HSMs, signing/sealing technologies, and the technical and regulatory landscape surrounding both QEAA and signing/sealing.
15. Communication Skills: Excellent presentation and communication skills in both Dutch and English, with the ability to convey complex technical concepts to both technical and non-technical audiences.
16. Regulatory Expertise: Familiarity with eIDAS 2.0, ETSI standards, ENISA guidelines, ARF, and ISO standards, with a particular emphasis on signing and sealing.
17. Tool Proficiency: Experience with Jira is preferred.
18. Leadership: Ability to work independently, manage projects, and lead cross-functional teams
