Hauptaufgaben
As a realty specialist, you will:
- Assist in managing the agency's real property portfolio, including acquisition, disposition, and management of real estate assets.
- Conduct routine or basic market research and analysis to support real estate decisions, including identifying suitable properties, negotiating leases, and evaluating property values.
- Prepare and maintain accurate records, reports, and other documentation related to real estate transactions, property management, and financial tracking.
- Provide exceptional customer service to internal and external stakeholders, responding to inquiries, resolving small issues, and providing basic guidance and support as needed.
- Participates in the review of offers for suitability and the negotiation with local agencies and property owners (or their representatives) to acquire real estate assets in support of the U.S. Government's requirements.
- Prepare contracts for real estate acquisitions assuring that necessary approvals have been obtained and applicable regulations are followed.
- Administer real estate contracts, monitor contract compliance, and enforce corrective action or rental reduction when lease terms are not met.
- Participates in the negotiation of contract amendments for changes in rental rates, operation costs, and changing terms, conditions, and requirements. Dispose of excess real estate assets.
- Conduct on site investigations and prepares recommendations for final inventory and condition surveys.
- Collaborate with internal and external stakeholders, including property owners, contractors, and other agency personnel, to ensure smooth and efficient real estate operations.
- Conduct basic or moderate compliance, ingoing, and outgoing inspections.

AT THE BA 05:
Applicants must possess a High Secondary School degree OR demonstrate at least one year of creditable experience that is at least equivalent to the next lower grade level (BA 04). Creditable experience is progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled.
Knowledge, Skills & Abilities (KSAs):
- Knowledge of and ability to use Microsoft programs and systems (e.g. outlook, word processing, excel, etc.).
- Clerical and administrative experience to perform a wide variety of Real Estate administrative support work.
- Ability to prepare and maintain files.
- Ability to communicate both orally and in writing in French, Dutch and English.
AT THE BA 07:
Applicant must possess a Bachelor degree (or equivalent) in a related field OR demonstrate at least one year of experience in the same line of work. The experience must demonstrate that the applicant possesses the knowledge, skills and abilities required for the position, as described below. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-05).
In addition to the KSAs at the BA-05, qualifying for the BA-07:
- Ability to maintain real estate files, ensuring documentation complies with established guidelines and procedures.
- Knowledge of real estate legal procedures and laws.
- Knowledge of types of real estate (residential or commercial).
AT THE BA 09:
Applicant must possess a Master degree (or equivalent) in a related field OR demonstrate at least one year of experience in the same line of work. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-07).
The experience must demonstrate that the applicant possesses the knowledge, skills and abilities required for the position, as described below:
In addition to the KSAs at the BA-05 and BA-07, qualifying for the BA-09:
- Basic negotiating techniques used in acquiring, managing, and disposing real estate.
- Ability to determine suitability of properties for desired purposes from solicitations for offers.
- Ability to conduct market surveys

ORGANIZATION AND PLACE OF DUTY:
US Army in Belgium is an American government agency whose mission is to provide logistical and administrative support to NATO US personnel located in Belgium, the Netherlands, France and Luxemburg.
DESCRIPTION OF THE OFFER:
- Permanent, full-time (38 hours/week).
- Regular work schedule (Monday through Friday).
Salary:
From 3,281.17 EUR gross/month at the BA-05
From 3,941.04 EUR gross/month at the BA-07
From 4,732.47 EUR gross/month at the BA-09
This is a developmental position/entry trainee level position leading to the full performance level (BA-09).
At management's request, the incumbent may be non-competitively promoted to the next grade level, provided that he/she has completed the required training and meets all regulatory and qualification requirements.
Must be willing and able to successfully complete mandatory training as stipulated in a training plan, i.e.
- At the BA-05, Basic Real Estate Acquisitions and procedures and basic contract negotiations and procedures;
- At the BA-07 and BA-09, Intermediate Real Estate Acquisitions and procedures and Intermediate contract negotiations and procedures;
Travel for business may be required up to 25%.

Referral And Selection Procedure:
The Civilian Human Resources Service Center (HRSC) will review each application and will refer candidates to the management official who will make the final selection. The SELECTEE will:
• Provide an extract of criminal record - "Modele 1" - This document may be requested to the local resident registration office.
• Be subject to a Foreign National Screening administrated by the SHAPE Belgian Police.
• Pass an English test and a medical evaluation.
