Within a given regulatory responsibility area, ensures positive evolution of and compliance with regulatory requirements by proactively identifying, influencing, implementing and maintaining regulatory risks, opportunities and obligations, including the management of litigation files when needed. Key responsibility areas Identifies and assesses proactively and reactively new regulatory risks and opportunities; Influences the outcome of regulatory files by recommending appropriate lobby strategies, building case files, convincing stakeholders; addressing conflicts & litigations; Ensures the timely and adequate implementation of regulatory framework changes; Surveils compliance with regulatory requirements over time for new & existing services; Ensures timely & high quality handling of regulatory requests & consultations from internal and external stakeholders; Provides adequate, reliable and customer oriented advice to stakeholders on regulatory questions & concerns. Profile : Regulatory aspects are the key domain knowledge managed by the role. The management of this domain requires know how on a mix of legal, technical, financial, commercial, operational, and competitive aspects, applied in a problem solving context. University Master in law, business administration/economics, engineering and preferably a combination of these > ability to develop & acquire competencies in the 3 domains is required to ensure that interrelationships between domains are integrated in the problem solving & decision making. Specific training & experience: Minimum 7 years experience in a regulatory affairs role with a telecoms operator or in a telecoms service provider environment; or a combination of in total 8 years with more than 4 years in competition law and regulation and more than 4 years in telecoms operator business experience; Financial: at least level of finance for non financial roles; Technical: understanding at least basics of the functioning of mobile and fixed networks. Active listening, assertive (+ empathic) and convincing written and spoken communication skills. Able to build good working relationships, internally as well as externally (regulators, sector platforms). Ability to identify, propose and defend common creative & innovative positions (even with/between competitors).
